Evaluating Behavior Change in International Development Operations: A New Framework
This paper from the Independent Evaluation Group (IEG) of the World Bank introduces a new program framework for behavior change. While it is geared towards World Bank practitioners, the report draws on theories of human behavior that can be applied to international development interventions generally, and presents a way to assess the prevalence and integration of behavior change concepts into the life cycle of projects. The framework, CrI2SP, is being piloted in IEG’s water and sanitation and urban transit sector evaluations and in subsequent evaluations on basic health services.
